According to the circular, 28 of 32 provinces have basically completed the installation of the national system, among which Henan and Guangdong were praised for their stable operation and maintenance work. In Hebei, Heilongjiang, Ningxia and Chongqing, the system runs stably or has hidden dangers due to hardware, software and network problems. The system is being installed in three provinces including Shanghai, Jiangxi and Xinjiang, while Shandong is still not ready for installation.


Except for Xinjiang, which has not yet arranged data collection for students, the other 31 provinces have basically completed data collection or supplementary recording, the circular said. All or part of the students' data from 16 provinces, including Guizhou, have entered the national database, and the data entry rate of 7 provinces exceeds 90 percent. The provinces that have been approved by the Ministry of Education for docking and integration with the national system are carrying out the docking and integration work of their own self-built student roll system with the national system.


The circular called on Shandong and Shanghai to speed up installation preparations and complete the deployment of the system and docking environment nationwide as soon as possible. Xinjiang should promptly organize and arrange data collection work. Provinces with slow progress in data collection and supplementary recording, and which have not yet collected the data of freshmen in this academic year, should speed up the progress. Provinces where data collection and supplementary recording are basically completed should further increase the inventory rate. We should pay attention to the comprehensiveness, completeness and accuracy of data, improve the quality of data, and reduce the number of students with problems. Provinces that have agreed to connect and integrate with the national system should speed up their work to ensure that they will complete the transformation of their self-built systems by the end of this year and realize real-time data exchange with the national system. All places should attach great importance to the application of the system after installation, comprehensively carry out system application training, realize the deep integration of student registration management business and system application, and establish a long-term mechanism of system application, operation and maintenance.
